Donald Navor has over 35 years of leadership experience in government, business, academia and the military. He held senior director positions in city government, was a business consultant, an assistant and adjunct college professor and a US Army Infantry Officer. Don's background in high technology applications derives from the modernization efforts he has lead from water systems to Bradley Fighting Vehicle, Abrams Tank and Apache Helicopter conversions to joint service airborne, airdrop and air land operations. He has extensive experience in airborne communication and electronics test and evaluation. As the commander of a SOF base in Europe Don was responsible for acquiring and insuring the logistics and operational interface of increasingly more technologically enhanced war fighter products.
Responsible for a $31M annual budget as the Director of Water for the City of Rochester, NY, Don consistently returned $4-$6 M on assets of $150M to the general fund. He was directly responsible for business development and brought on several revenue increasing governmental and industrial customers. The innovative modernization capital programs in cathodic pipeline protection, Leadership in Environmentally Efficient Design (LEED) facilities, high tech supervisory control and data acquisition (SCADA) systems, and automated mapping facilities management geographic information system(AM/FM/GIS) bring a unique user level understanding of many of the technologies in his portfolio.
Don taught Spanish at West Point and the Psychology of Business and Industry at the University of Rochester.
Don was on the joint service team that perfected the container delivery system (CDS), the low altitude parachute extraction system (LAPES), high altitude high opening (HAHO) system and other combat systems used by the war fighter today.
In addition to being a US Army Helicopter Pilot he is an Airborne, Air assault, Ranger and Vietnam Combat Veteran. Don earned the Combat Infantryman's Badge and Bronze Star Medal for Valor.
A graduate of the U.S. Military Academy (1969), Don holds a Bachelor of Science Degree. In addition, he holds a Master of Arts from Middlebury College and a Master of Business Administration from C.W.Post.
Don joined Dawnbreaker in 2006, and is involved in both Portfolio Management and Business Development.
