The management of a competitive government grants awards process requires a well-managed process which ensures:

  • grants are properly planned;
  • the competition process is organized and fair;
  • proposals are properly evaluated and are carefully scrutinized;
  • grant awards are negotiated and structured to protect the American public’s interests;
  • assistance and support is available to assist recipient success;
  • grants are effectively monitored to solve problems when they arise;
  • effective conflict resolution tools and processes are in place.

Working cooperatively with the grant making agencies and the grantee community grants, Whether providing onsite personnel or implementing the required array of web-based tools and collaborative work environments (CWE), Dawnbreaker teams with the customer to ensure awarded grants are managed properly and that Federal dollars are spent in accordance with applicable laws and regulations. Dawnbreaker services include

  • Planning assistance to assist the agency in all aspects of the planning process and to identify program priorities and timelines in coordination with their respective grants management office.
  • Announcement support to the Program Management Office in the development of the Funding Opportunity Announcement (FOA) and/or Requests for Assistance (RFAs) that will be released to the public to describe the programmatic and business management requirements of the grant program. It is essential that the FOA/RFAs accurately reflect program goals, requirements, and timetables, and ensure compliance with laws and regulations, as well as with sound business management practices.
  • Application Evaluation (if requested) to support the Program Management Office in the evaluation of grant applications for their programmatic value and to determine which applications best meet program goals and offer maximum potential for success.
  • Receipt and Screening t ensure applications a properly logged in, properly and screened for completeness and eligibility of the applicant
  • Independent/Objective Review Administrative Support to assist the agency in the evaluation of the technical aspects of grant applications through the objective review process.
  • Business Management Evaluation Administrative Support to assist the agency in the evaluation of the business management capability of applicants based on information contained in the application, additional information as requested, and a review of prior performance as a recipient.
  • Cost Analysis of the proposed budget submitted by the grant applicant to determine if costs are allowable, allocable, and reasonable.
  • Award support in the preparation of the Notice of Award (NoA) and other contractually documentation necessary to officially obligate and award the funds for the grant.
  • Post-award Monitoring support to include Tracking financial and progress reports, maintaining records, and monitors the technical progress and performance of the recipient through review and analysis of project reports and through on-site reviews when necessary.
