Welcome to the Navy Transition Assistance Program (TAP)
The Navy Transition Assistance Program (TAP) is offered annually to current Phase II SBIR and STTR awardees. The TAP spans an 11 month period and begins with a Kick-Off meeting held in July of each year and culminates with the Navy Opportunity Forum® in June. Via the Navy Transition Assistance Program, small businesses are provided the services of a business acceleration manager, a market researcher, and others to accelerate the transition of their technology. This is accomplished through the application of a proven process and deliverables, developed collaboratively by the small business and the Navy TAP team.
Navy SBIR and STTR awardees that have a current Phase II award are eligible to participate in the Navy TAP. Each year in the spring, a list of potential participants is pulled from the SBIR database. Outreach to eligible companies then begins in June. Eligible companies receive an e-mail inviting them to participate in the Kick-Off meeting and a follow-up phone call from a Dawnbreaker staff member. The Navy Transition Assistance Program (TAP) begins with a Kick-Off meeting held annually in the Washington DC area in July. This is in accordance with the guidelines provided in Navy solicitations:
"All awardees, during the second year of the Phase II, must attend a one-day Transition Assistance Program (TAP) meeting. This meeting is typically held in the summer in the Washington, D.C. area. Awardees will be contacted separately regarding this program. It is recommended that Phase II cost estimates include travel to Washington, D.C. for this event."
Companies attend for one day ONLY. In 2013, the Kick-off meeting for the TAP will be held at the Crystal City Marriott Gateway.

Companies that have funding from NAVSEA are encouraged to attend on Wednesday, July 17th. Organizations that have received funding from NAVAIR are encouraged to attend on Tuesday, July 16th, while those with funding from ONR, MARCOR, or SPAWAR should attend on Monday, July 15th.
At the Kick-Off event, one hour individual meetings are held with each company to discuss their topic and their needs. These meetings are held both before and after the general session. The General session lasts from 10:00 AM until 4:00 PM and accomplishes a number or objectives. The general session:
Provides the program managers the opportunity to provide information related to changes in their program, especially as it relates to Options, Enhancements, CPP, and other initiatives focused on transition.
Provides an opportunity to showcase important prime contractors and highlight what they are doing to transition technologies of SBIR firms to Phase III. There are variations in the individuals that present on each day, but the structure of the general session is the same.
Provides an opportunity to share information with companies regarding SBIR data rights, and
Provides an opportunity for us to share with everyone what will be accomplished in the TAP
