Program Schedule
The Navy Transition Assistance Program (TAP) begins with a Kick-Off meeting held annually in the Washington DC area. This is in accordance with the guidelines provided in Navy solicitations:
“All awardees, during the second year of the Phase II, must attend a one-day Transition Assistance Program (TAP) meeting. This meeting is typically held in the summer in the Washington, D.C. area. Awardees will be contacted separately regarding this program. It is recommended that Phase II cost estimates include travel to Washington, D.C. for this event.”
In 2008, the Kick-off meeting for the TAP will be held at the following location.

Companies that have funding from ONR, MARCOR, and SPAWAR are encouraged to attend on Monday, July 14th. Organizations that have received funding form NAVAIR are encouraged to attend on Tuesday, July 15th, while those with funding from NAVSEA should attend on Wednesday, July 16th.
At the Kick-Off event, one hour individual meetings are held with each company to discuss their topic and their needs. These meetings are held both before and after the general session. The General session lasts from 10:00 AM until 4:00 PM and accomplishes a number or objectives:
- The general session provides the program managers the opportunity to provide information related to changes in their program, especially as it relates to Options, Enhancements, CPP, and other initiatives focused on transition. We designate Monday as ONR, MARCOR, and SPAWAR day; Tuesday as NAVAIR day; and Wednesday as NAVSEA day. Some program managers also invite other representatives from their SYSCOM to speak. NAVSEA routinely does this often including representatives from the various PEOs.
- The general session provides an opportunity to showcase important prime contractors and highlight what they are doing to transition technologies of SBIR firms to Phase III. There are variations in the individuals that present on each day, but the structure of the general session is the same.
- The general session provides an opportunity to share information with companies regarding SBIR data rights, and
- (4) The general session provides an opportunity for us to share with everyone what will be accomplished in the TAP
