Mission:

To carry out the responsibilities of the CNO with regard to Science and Technology (S&T) and Test and Evaluation (T&E).

  1. Determine the requirements for Science & Technology (S&T) and Test & Evaluation (T&E).
  2. Plan for the conduct of test and evaluation that are adequate and responsive to long range objectives, immediate requirements, and fiscal limitations.
  3. Provide assistance to the Assistant Secretary of the Navy (Research, Development, and Acquisition) in review and appraisal of the S&T program to ensure fulfillment of stated requirements.
  4. Represent the CNO both within and outside the Navy on all matters pertaining to S&T, and T&E, except where that authority has been delegated elsewhere.

Functions:

  1. CNO N091 is additional duty for the Chief of Naval Research (CNR) .
  2. Serves as Resource Sponsor and Program Sponsor for designated S&T and T&E accounts.
  3. Establishes and promulgates Navy S&T and T&E requirements, issues policy, regulations, and procedures governing Navy S&T and T&E.
  4. Serves as the S&T and T&E Principal for the Navy.
  5. Supports and advises the VCNO in his role as a member of the Board of Directors (BOD) for Test & Evaluation Executive Agent. Serves as member of the BOD (Executive Secretariat) (BOD(ES)) for Test & Evaluation Executive Agent.
  6. Acts for CNO in resolving T&E requirements issues.
  7. Serves as approval authority for prioritization of Navy experiments considered for the Space Test Program.
  8. Approves for CNO, all Navy Test and Evaluation Strategies (TESs), Test and Evaluation Master Plans (TEMPs), and Live Fire Test and Evaluation (LFT&E) Management Plans.
  9. Reviews, comments and concurs on Joint Capabilities Integration and Development System (JCIDS) and legacy documents for testability of requirements and capabilities.
  10. Serves as OPNAV Command Assist Official for Commander, Operational Test and Evaluation Force.
