What is the mission and structure of OPNAV N1 DCNO Manpower, Personnel Education and Training?
Mission: The mission of the Deputy Chief of Naval Operations (Manpower & Personnel), known as OPNAV N1, is to anticipate Navy warfighting needs, identify associated personnel capabilities, and recruit, develop, manage, and deploy those capabilities in an agile, cost-effective manner. OPNAV N1 has overall responsibility for the Competitive Sourcing Program within the U S. Navy.
Functions:
- N1 serves additional duty as the Chief of Naval Personnel.
- Provides an effective and independent appraisal capability to review MP program performance in relation to approved plans and objectives.
- Determines MP requirements and exercises CNO responsibility for MP planning, programming and budgeting.
- Serves as Resource Sponsor for MP and serves as Appropriation Sponsor for MPN.
- Revises, approves, and issues MP policy governing military manpower and personnel programs and recruiting.
- In conjunction with the Office of Civilian Personnel Management, develops and issues policy and guidance for managing CNO civilian personnel and EEO programs.
- Collaborates with N097 on MP policy issues involving religious matters. N1-3
