What is the mission and structure of OPNAV N8 - Integration of Capabilities and Resources?


Mission: To optimize Navy investments through centralized coordination of Navy warfighting and warfighting support analysis and assessments, Navy capability development and integration, joint and Navy requirements development, and resource programming.

Functions:

  1. Develops and operates the integrated program planning system for CNO and implements the responsibilities of N8 with regard to Navy programs and related plans. (N80)
  2. Provides CNO and VCNO with cross-cutting analysis of Navy warfare, support and force level capabilities. (N81)
  3. Develops, coordinates, and maintains an integrated system of fiscal management to ensure effective management control of the funds and resources assigned to support CNO. (N82)
  4. Supervises resources management operations to meet the operating and support needs of the Navy. (N82)
  5. The Warfare Integration Division N8F organization functions are described below:
    1. Determines naval oceanography and navigation requirements and provides resources to support the needs of the Department of Defense.
    2. Provides amphibious warfare capabilities, to include amphibious lift, mine warfare, naval fire support, and naval special warfare, necessary to carry out the orders of the Commander in Chief.
    3. Determines force levels, shipboard and related support requirements, and major characteristics of programs involving cruisers, destroyers, frigates and littoral combat ships and for such planning preparation and execution as are incident thereto to fulfill CNO's responsibilities with respect to readiness, safety, survivability, training and preparation for war for surface forces.
    4. Coordinates overall policy for submarine force planning, programming, and budgeting.
    5. Establishes overall policy for aviation program requirements including strike programs, Naval Air Reserve mobilization planning, support facilities, aviation acquisition, budget development.
    6. Acts for CNO in matters affecting initiation, execution, oversight, support, security, and conduct of Special Access Programs and sensitive activities.

Warfare Integration Division N8F

N83 C4ISR Branch

Mission: The N6F/N83 Warfare Integration Division serves as the resource and requirement sponsor for net-centric programs and is responsible for Navy's investment direction in POM and PR development and providing a competitive information advantage to N6 warfighting, manpower and business areas. Investments include programs in Naval Command, Control, Communications, Computers, Intelligence, surveillance, and Reconnaissance, C4ISR, Space, Information Operations (IO), Information Assurance, Afloat and Ashore Networks, Spectrum; Manpower and Business information systems.

N83 Functions include:

  1. Serve as co-chair (with Director of Naval Intelligence (N2)) of the FORCEnet pillar to provide the naval command and control component for Sea Power 21 and Expeditionary Warfare.
  2. Include the appropriate integration of space capabilities into the warfighting requirements, architecture and design of all Navy networks, sensors, weapons, and platforms in support of Sea Power 21.
  3. Coordinate integration of Navy-wide FORCEnet assets ensuring programmed resources provide effective joint/allied tactical interoperability.
  4. Exercise policy direction for control, administration, and management of Navy Space and Communications Pathways programs.
  5. Act as the Navy's central point of contact and interface with the other services and joint offices on Spectrum Supportability, Electromagnetic Environmental Effects and Electromagnetic Pulse (SS/E3/EMP) policy issues equipment frequency allocation approval.
  6. Maintain frequency assignment authority for Navy users of the electromagnetic spectrum.
  7. Develop and recommend procedures relating to the employment of tactical and strategic communication systems and equipment.
  8. Coordinate deriving detailed recommendations for communication characteristics for ships and aircraft for submission to the Ship Characteristics Improvement Panel (SClP) and Aircraft Characteristics Improvement Panel (ACIP), respectively.
  9. Serve as coordinator for Fleet Modernization Program and ship installations of Command, Control and Communications (C3) equipment.
  10. Coordinate integration of Navy-wide communication requirements, ensuring that architecture accounts for existing and programmed resources.
  11. Participate in Navy space matters for the CNO. In partnership with Marine Corps Deputy Commandant, Plans, Policies and Operations, support SECNAV for executing the following responsibilities:
    1. Provide oversight of Navy space activities.
    2. Develop Navy space requirements.
    3. Provide representation and advocacy of Navy space related requirements and issues to OSD and other services.
    4. Communicate Navy space requirements and issues to the DoD Executive Agent (EA) for Space.
  12. Develop Navy requirements and make resource recommendations for space systems R&D, testing and evaluation and acquisition; related military construction; space-related doctrine, education, and training requirements and standards; and space-related strategy and operations.
  13. Act as resource sponsor and, in coordination with CNO (N8), validate space-related requirements, determine where space is the preferred solution and identify specific requirements for space systems.
  14. Partner with CNO (N2) to develop Navy warfighting Battlespace Awareness requirements and a Navy Intelligence, Surveillance, and Reconnaissance (ISR) strategy that fully leverages space-based assets and is consistent with DON Space Policy. Coordinate with CNO (N2) to ensure consistency with strategic ISR efforts and ISR policy.

N84 (Oceanographer of the Navy)

Mission:

  1. To plan, coordinate and implement the responsibilities of CNO with regard to the Naval Oceanography Program (defined as: Meteorology and Oceanography (METOC), hydrography, Geospatial Information and Services (G1&S), astrometry, and Precise Time and Time Interval (PTTI), including assisting the SECNAV with respect to related plans, programs and policy matters and serving as the spokesperson for naval oceanographic matters.
  2. Serve as CNO's senior navigation policy and standards advisor by being the focal point for navigation policy, technical performance and certification standards for electronic charting systems; navigation data standards; navigation training; and requirement for emerging navigation technology.

N84 Functions include:

  1. The oceanographer and navigator have direct access to the CNO for the following functions:
    1. Provide advice on all policy decisions involving naval oceanography and navigation and input to Navy, Defense and Joint planning documents.
    2. Act for CNO, SECNAV and JCS in interagency and international matters involving the Naval Oceanography Program and navigation.
    3. Coordinate responses to DoD and Congress regarding naval oceanography and navigation plans and policy as well as foreign S&T cooperation.
    4. Serve as CNO's senior policy advisor for issues relating to national ocean policy and governance.
    5. Serve additional duty as Naval Deputy to the Administrator, National Oceanic and Atmospheric Administration (NOAA) to advise on Navy/NOAA cooperation and national security matters.
    6. Represent Navy's GI&S requirements to the National Geospatial-Intelligence Agency and validate GI&S standards.
  2. The oceanographer and navigator reports to N8 for all other functions and responsibilities to include:
    1. Direct, plan, coordinate and implement Navy efforts regarding the Naval Oceanography Program and Navigation Policy and Standards.
    2. as the Navy spokesperson for Naval Oceanography Program related matters and as the OPNAV central point of contact for the Naval Oceanography Program and Navigation.
    3. Ensure Navy equities regarding space and remote sensing capabilities are effectively exploited to meet warfighter needs in maintaining Maritime Battlespace Awareness.
    4. Provide for standardization of oceanographic, meteorological, geospatial information, astrometric. and precise time models, databases, and environmental predictive techniques.
    5. Coordinate Naval Oceanography Program and Navigation efforts with Navy and DoD S&T and R&D programs, along with related efforts in civilian agencies, and develop means for transition from research to operational applications.
    6. Chair Ocean Observing System Security Group, helping ensure protection of U.S. submarine security.
    7. Ensure the influences of the physical environment and availability of geospatial information are adequately considered throughout the acquisition process of Navy weapon, command and control and sensor systems to include early design and test and evaluation periods through full operational capability.
    8. Review requirements documents for emerging navigation technology and provide technical advice and recommendations to Program Executive Officers (PEOs) and OPNAV resource sponsors for acquisition of navigation systems. Develop technical performance and certification standards for electronic charting systems. Provide technical advice regarding navigation training.

    N85 (Expeditionary Warfare Branch)

    Mission: To implement CNO responsibilities for determining and assessing requirements for naval expeditionary warfare missions and programs, including amphibious warfare, mine warfare, naval special warfare, expeditionary warfare (Explosive Ordnance Disposal (EOD), maritime expeditionary security force/naval coastal warfare, maritime civil affairs, expeditionary training and riverine warfare) and non-lethal weapons; to determine major characteristics and force structure of all amphibious and mine warfare ships and expeditionary warfare units; to provide advice on programs involving aircraft employed in support of expeditionary warfare; to provide advice on programs for the Maritime Preposition Force and force sustainability pertaining to expeditionary warfare; to fulfill CNO responsibilities for operational readiness, training and preparation for war of all amphibious and mine warfare ships and expeditionary warfare units; to direct programming and budgeting for all amphibious and mine warfare ships, expeditionary warfare units; and non-lethal weapons programs and to ensure the programs are fully supported by timely planning and assessment; to provide advice on Naval surface fire support programs which affect expeditionary warfare; to fulfill and anticipate the requirements of naval expeditionary warfare operations and to manage specific programs that CNO may direct.

    N85 Functions include:

    1. Director, Expeditionary Warfare serves on various OPNAV boards and committees as directed, including:
      1. Naval Expeditionary Warfare Engineering 1FT
      2. Resources and Requirements Review Board
      3. SCIP
      4. ACIP
      5. NNOR Panel
      6. Autonomous Operations IPT
      7. Naval Resource Board
      8. War on Terror Federation
      9. Irregular Warfare Cross Functional Team
    2. Conducts liaison with naval activities of other nations in expeditionary warfare matters.
    3. Supplies policy guidance on classifying force systems information, and advises on the release of information to foreign governments.
    4. Advises, in coordination with N3/NS and JCS, on the procurement, reconditioning, and delivery of Military Assistance Program systems and platforms within the purview of expeditionary warfare forces.
    5. Provides the necessary analytical expertise, technical assessment, warfighting background and advice to NBS.
    6. Presents essential expertise to ensure proper planning, programming-and long-term analysis while supplying top-level, executive continuity and sustained corporate knowledge.
    7. Serves as the principal advisor to N8 for determining and assessing requirements for Navy expeditionary warfare.
      1. In conjunction with fleet inputs, conducts assessments of naval capabilities for conducting expeditionary warfare. Reviews fleet operations and exercises, war games, and other sources of information on current and projected fleet capabilities. Examines threats, force levels, capabilities, employment concepts, and technologies relating to expeditionary warfare.
      2. Assists N86 to determine major characteristics and force structure for amphibious and mine warfare ships, enhanced maritime interdiction operations units and the execution of expeditionary warfare as an element of joint littoral warfare.
      3. Liaisons with Commander, Naval Mine and Anti-Submarine Warfare Command, to assess capabilities and program requirements for the conduct of mine warfare.
      4. Coordinates with NBB to provide advice concerning aviation capabilities and the program requirements for the conduct of expeditionary warfare involving amphibious and mine warfare capabilities.
    8. Develops and reviews JCIDS documentation (i.e., ICDs, CDOs, etc.) and other documents and technology developments for accuracy to fulfill requirements and shortfalls as determined by expeditionary warfare assessments.
      1. Conducts POM development and other analyses focusing on expeditionary warfare capabilities and program requirements.
      2. Participates in Integrated Warfare Architecture (IWAR) assessments and other activities as directed by N8, focusing on contributions by and impact upon expeditionary warfare forces.
      3. Advises and provides guidance to cognizant OPNAV offices, JCS, and other military and government agencies on assessments and analyses concerning expeditionary warfare matters.
      4. Serves as the principal advisor for expeditionary warfare related studies and analyses, initiates studies relevant to expeditionary warfare capabilities and requirements, and assesses results for highlighting of issues and corrective action as they pertain to fleet readiness and programmatic action. Coordinates with N81.
    9. Establishes overall CNO policy for the preparation and conduct of expeditionary warfare as an element of surface warfare. Establishes objectives, sets priorities, and directs overall planning and programming for expeditionary warfare programs.
      1. Serves as principal advisor to N8 on all matters pertaining to expeditionary warfare surface forces (amphibious and mine warfare).
      2. Sponsors, directs, and coordinates the overall Navy effort in expeditionary warfare ship engineering, conventional propulsion systems, safety, and survivability to include firefighting, damage control, personnel protection, afloat safety, and Chemical, Biological, and Radiological (CBR) defense initiatives and non-lethal technologies.
      3. Appraises the readiness and performance of expeditionary warfare forces. Initiates appropriate actions to upgrade the technical training and tactical capability to conduct expeditionary warfare. Monitors fleet operations and exercises to identify problems and deficiencies. Takes corrective action as appropriate in expeditionary warfare areas.
      4. Liaisons with N86 to establish expeditionary warfare force manning and training policy and programs. Develops and recommends policy on matters pertaining to the allocation, distribution, performance, and qualifications of fleet expeditionary warfare force personnel.
      5. Establishes capabilities and requirements for naval surface fire support in expeditionary warfare.
    10. Coordinates with N88 to provide advice on requirements to operate manned aircraft and unmanned air vehicles from Expeditionary Warfare platforms and units.
    11. Develops plans and policy involving expeditionary warfare, and evaluates expeditionary warfare force developments and capabilities with respect to strategic planning.
      1. Liaisons with N3/N5 in determining expeditionary warfare capabilities for war planning purposes.
      2. Recommends to N8 and applicable OPNAV offices new and more effective methods for utilizing expeditionary warfare forces with other naval, joint and combined forces.
      3. Recommends to N8, coordinating with applicable OPNAV offices, appropriate force level planning and rationalization for expeditionary warfare forces to establish force goals and proposes acquisition and support strategies for achieving those goals.
    12. Acts as principal advisor to N8 on the programming of resources to expeditionary warfare forces. Sets program priorities and policy.
      1. Recommends programming of resources for primary task areas relating to expeditionary warfare programs as a participant in the IWAR and CNO's program assessment memorandum process.
      2. Serves as the resource sponsor for assigned expeditionary warfare programs, including acquisition, modernization, operations and support, R&D.
      3. Coordinates with N86 concerning the Navy shipbuilding plan with respect to amphibious and mine warfare ships.
      4. Acts as program sponsor for advanced expeditionary warfare ship types, combatant craft, and ship equipment programs. Defines and validates requirements, coordinates development, defines and assigns missions, coordinates plans, and monitors fleet introduction of advanced platforms in expeditionary warfare.

    N86 (Surface Warfare Branch)

    Mission: To implement N8 responsibilities for determining force levels, shipboard and related support requirements, and major characteristics of programs involving surface combatants and command ships and for such planning preparation and execution as are incident thereto to fulfill N8's responsibilities with respect to readiness, safety, survivability, training and preparation for war for the above surface forces; to serve as N8's principal advisor on surface combatant warfare matters; to serve as N8's principal advisor on AT/FP/Chemical, Biological, Radiological, and Nuclear (CBRN): to exercise N8's centralized formulation, coordination, supervision and execution of Navy shipbuilding and conversion programs for the above surface combatant ships; to serve as N8's representative in those matters involving relationships with other governmental agencies; and to develop assessments for the appropriate JCAs under the Sea Strike, Sea Shield and Sea Basing pillars.

    N87 Submarine Warfare Branch

    Mission: To implement N8 responsibilities for determining shipboard and related support requirements and major characteristics of programs involving submarines, deep submergence systems and undersea surveillance systems and for such planning, preparation and execution as are incident thereto; to serve as N8's principal advisor on submarine, Navy diving, deep submergence systems, and undersea surveillance systems matters; to fulfill N8's responsibilities with respect to readiness, training and preparation for war; to exercise centralized direction of all strategic submarine force and undersea surveillance planning and programming, ensuring integrated and effective Navy strategic submarine concepts and force levels; to oversee ASW capability content development; to serve as Na's representative in those matters involving relationships with other governmental agencies; and to conduct assessments and analysis in coordination with N81 and others as directed by the CNO.

    N88 (Air Warfare Branch)

    Mission: To implement N8 responsibilities for naval aviation and strike programs, including the Naval Air Reserve; to determine the shipboard and related support requirements for aircraft carriers and specific aviation type ships; to serve as N8's principal advisor and representative on naval aviation matters, including air warfare, and on naval air operational matters involving relationships with other governmental and civil agencies; and to develop overall naval aviation and strike force levels and requirements.

    N89 (Special Programs Branch)

    Mission: To serve as the DON's special access programs coordinator, responsible for management of the DON Special Access Program (SAP) Central Office and coordination of approval, administration, support, review, oversight, security, and reporting of all DON SAPS; to act as centralized directive authority for all SAP planning, programming, budgeting, appraisal, and security as authorized under Executive Orders 12333, 12356, 12829. 12958 as amended, and 12968 ensuring integrated and effective operations within DON; to act for the CNO in matters affecting initiation, execution, oversight, support, security, and conduct of SAPs and sensitive activities; to direct and coordinate assigned special programs and projects worldwide; to act as the single DON focal point for knowledge of Navy SAPs and sensitive activities and associated efforts being conducted by other services, JCS, the OSD, and other Federal agencies.
