The Department of Energy (DOE) is dedicated to the successful commercialization of SBIR/STTR funded technologies. But getting to a Phase I is no small feat. That is why, with the help of the Dawnbreaker-led team, the U.S. DOE is funding a Phase 0 program to assist eligible small businesses navigate the complexities of the SBIR/STTR proposal process. A full menu of services is available to pre-approved small business applicants that meet the following eligibility requirements:

  1. The small business offers technology innovations relevant to the current and open DOE SBIR/STTR research topics and subtopics;
  2. Is or will be prior to award an eligible small business per 13 CFR 121.702;
  3. Has not previously applied for an SBIR or STTR award from the DOE; and,
  4. Small business and/or owner has not received any Phase 0 technical assistance from DOE

Welcome to the website for the DOE SBIR/STTR Phase 0 Assistance program. Simply put, our goal is to increase the number of high quality SBIR/STTR proposals submitted by first-time applicants to the Department of Energy by eligible small businesses.

The DOE is particularly interested in providing support to U.S. women-owned, and socially and economically disadvantaged small businesses located anywhere in the U.S. and its territories that work with advanced technologies.

AK, AR, DC, GA, HI, IA, IN, KS, LA, ME, MN, MS, MO, NC, NE, ND, NY, OK, PA, PR, RI, SC, TN, WV, WI.

Our services - funded by the Department of Energy - are completely FREE to eligible small businesses and qualified individuals who commit to form a company should they win a DOE SBIR/STTR award. Eligible parties receive one or more specialized services following an initial assessment by a member of the Dawnbreaker team. Optional services include:

  • 1) Letter of Intent (LOI) writing assistance
  • 2) Phase I Proposal Preparation, Review and Registration Assistance
  • 3) Market Research Assistance
  • 4) Small Business Development Training, Mentoring and Registrations
  • 5) Technology Advice and Consultation
  • 6) Intellectual Property Consultation
  • 7) Indirect Rates and Financials
