DEPARTMENT OF HOMELAND SECURITY
Through the Commercialization Readiness Pilot Program (CRPP), the Department of Homeland Security provides transition support to current DHS Phase II SBIR awardees. The opportunity to participate in this program, conducted by Dawnbreaker is announced annually in the June/July timeframe.
OBJECTIVE
The objective of the CRPP is to help increase the likelihood that DHS Phase II projects transition to Phase III. After conducting a needs assessment, participating firms are provided with market research and strategic guidance to help increase the likelihood of transition. Opportunities are also provided to showcase Phase II projects via virtual events. CRPP participants are invited to attend webinars throughout the year, as well as the annual Workshop typically held in DC at the end of May. The workshop provides guidance on sources of funding, test and evaluation, and opportunities for partnerships. As part of this program Dawnbreaker also prepares success stories for dissemination by DHS.

DEPARTMENT OF TRANSPORTATION
The Department of Transportation’s Commercialization Assistance program (CAP) is offered annually to all SBIR/STTR Phase I and Phase II awardees. The Department of Transportation (DOT) makes Phase I awards twice a year. Typically, within a month of receiving a Phase I award, you will receive notification from the Department of Transportation regarding your eligibility to participate in the Commercialization Assistance Program. This is followed by correspondence directly from Dawnbreaker explaining how to initiate your involvement with the program. Individual Kick-Off Conference calls are then held which include the small business, a Dawnbreaker Business Acceleration Manager, the Operating Administration’s Contracting Officer Representative (OA COR), and the DOT Contracting Officer.
OBJECTIVE
The objective of the Phase I program is to assist small business participants in successfully bringing their technologies to market. A three step process is implemented during Phase I. After the initial conference call which includes DOT, the small business, and Dawnbreaker personnel, a collaborative assessment is conducted to identify gaps in the company’s knowledge around the market and competition. These gaps will be addressed in a customized market research report developed by Dawnbreaker and provided to the company and DOT. The report will provide information to help companies in preparation of the commercialization plan for the Phase II proposal and development of commercialization strategies going forward. A key element of the resulting report is a roadmap with actionable items.
ELIGIBILITY
Starting with the DOT’s FY15 SBIR 15.1 solicitation, all DOT SBIR/STTR Phase I and Phase II awardees are eligible to participate in the DOT CAP, working with Dawnbreaker, at NO charge to the small business.

NATIONAL SCIENCE FOUNDATION
The National Science Foundation’s Phase I Commercialization Planning Program [CP2] is offered twice a year (February and August), depending upon when Phase I grantees receive notice of award.
OBJECTIVE
The National Science Foundation’s commitment to education and training is reflected in Dawnbreaker’s design of the CP2 program. The program’s overall goal is to help prepare companies for commercialization success. The interactive program aids grantees in the development of a quality commercialization plan and provides them with information about their target market and the competitive landscape into which the technology will eventually enter. The iterative method used spans the course of several weeks and assures that companies acquire new skills and information that they can generalize to other situations.
ELIGIBILITY
All Phase I SBIR and STTR recipients are eligible for commercialization assistance at no charge through NSF’s selected vendor, Dawnbreaker.
RESULTS
Since 2001, Dawnbreaker has worked with over 2,500 NSF funded Phase 1 projects, helping small businesses prepare for successful commercialization of their NSF funded technology.

DEPARTMENT OF ENERGY PHASE 0
The Department of Energy has two releases of the Funding Opportunity Announcement (FOA) annually for the SBIR/STTR program. The process begins with the release of topics in July and October of each year. The DOE Phase 0 mentoring services begin with the release of each topics document and last until just before the proposal submission date. To assist companies prepare for the release of the topics and FOA, the Online Tutorials provide information throughout the year.
OBJECTIVE
Administered by Dawnbreaker, the DOE SBIR/STTR Phase 0 Assistance Program is designed to increase the number of high quality SBIR/STTR proposals submitted to the Department of Energy by women and minority owned small businesses, as well as small R&D firms located in states that have historically low submission rates to the DOE SBIR/STTR programs.

Our services, funded by the Department of Energy, are completely FREE to eligible small businesses and qualified individuals who commit to form a company should they win a DOE SBIR/STTR award. Eligible parties receive one or more specialized services following an initial assessment by a member of the Dawnbreaker team. Optional services include:

RESOURCES
NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION
The National Oceanic and Atmospheric Administration (NOAA) releases an SBIR solicitation annually with topics related to its research priorities in the following areas: (1) Integrated Earth System Processes and Predictions; (2) Environmental Observations; (3)Decision Science, Risk Assessment and Risk Communication; (4) Integrated Water Prediction; and (5) the Arctic.
OBJECTIVE
Phase II awardees are eligible to participate in the Commercialization Assistance Program (CAP) provided by Dawnbreaker on behalf of NOAA. The purpose of the program is to increase the likelihood of transition to Phase III through strategic planning. The program lasts for 18 months and is offered annually to new Phase II awardees.

SMALL BUSINESS ADMINISTRATION
The Small Business Administration has oversight over the Small Business Innovation Research (SBIR) and the Small Business Technology Transfer (STTR) programs. Dawnbreaker is a prime contractor providing a variety of services in support of SBA’s mission with REI Systems, our teaming partner.
OBJECTIVE
Dawnbreaker provides a variety of services to SBA related to data analysis, report preparation, training, communication and outreach.
SERVICES
Data analysis and preparation of reports in compliance with Congressional mandates is an important responsibility. Team Dawnbreaker provides SBA with support in all aspects of this endeavor. Throughout the year, Dawnbreaker also supports SBA’s goal to achieve its outreach objectives with women and minority–owned firms, as well as under-served states. This is accomplished through the Tutorials developed by Dawnbreaker and posted on SBIR.gov as well as Train-the-Trainer services offered to Procurement Technical Assistance Centers (PTAC), Small Business Development Centers (SBDC), accelerators and other state economic development centers by SBA. Another key component of this outreach is the SBIR RoadTour and Conference support for which Team Dawnbreaker provides logistics support.
