The state is named after and bordered by one of the most iconic rivers in the world, the Mighty Mississippi. From fertile farmland in the Delta to sandy beaches along the Gulf of Mexico, Mississippi offers diverse landscapes. It is also considered the birthplace of the blues, especially in the Mississippi Delta region, from where legends like B.B. King and Muddy Waters hail. The state’s economy is significantly driven by the government, manufacturing, agriculture, forestry and fishing. The Keesler Air Force Base is the largest employer on the Mississippi Gulf Coast with the NASA Stennis Space Center also making its home here. The state also has offshore oil and gas reserves referred to as the Mississippi Canyon area. Mississippi Development Authority (MDA) is the state’s “lead economic and community development agency, with approximately 300 employees engaged in providing services to businesses, communities and workers throughout Mississippi.” MDA is “dedicated to ensuring companies have the information they need to keep them on the road to success.” MDA oversees tax incentive programs that are intended to build the business network in Mississippi.

Mississippi Flexible Tax Incentive

Mississippi Flexible Tax Incentive (MFLEX) is a tax credit that a company can use to offset a Mississippi state tax liabilities. Qualified applicants can be either a new or existing business looking to create new jobs and investment in the state, with planned capital investment exceeding $2.5 million. The MFLEX credit is calculated based on a project’s investment in equipment and its construction costs, the number of net new full-time jobs expected to be created and the project’s average annual wages.

Rebate on Research and Development Costs

Administered by the Mississippi Institutions of Higher Learning, the Strengthening Mississippi Academic Research Business Act Program (SMART) defrays the research and development costs incurred by companies that operate in Mississippi and partner with a state institution of higher learning. Under this program, a corporation that collaborates with a state university for research and development purposes is eligible for a 25 % rebate of the total research costs.

NASA’s Stennis Space Center is located in southern Mississippi, as well as the Naval Construction Battalion Center in Gulfport and the Columbus Air Force Base and Keesler Air Force Base.
