Metrics, Success Stories and Congressional Reports
Evidence-based policy making requires the timely collection of data to determine if policies or programs are having the desired effect. Without such metrics, tax-payer money may continue to be spent on programs that are failing; and/or lead to the implementation of new policies that fly in the face of sound practices. The determination of which metrics should be used to indicate successful implementation is best agreed upon by both policy makers and the researchers. However, of equal importance is oversight to confirm that data are indeed being collected and that those responsible for collecting the data are doing so on a timely basis.
Dawnbreaker® Data Collection
Dawnbreaker® collects data for all of the federally-funded programs that we implement in order to assure that our services make a difference. Both process and outcome metrics are carefully selected and shared with our agency customers. Process metrics typically include outreach effectiveness and program retention. Outcome metrics routinely include return on investment and the value of the technology to the agency, especially in those cases where the value is to the warfighter. Outcome metrics often lead to the development of success stories which we have developed as part of programs implemented for the Small Business Administration, the Navy, and the Department of Homeland Security.
Congressional Reports
Dawnbreaker® has also been involved with the preparation of Congressional reports on the SBIR/STTR program for the period between FY2018 and FY2022. Dawnbreaker® also prepared a report for the National Women’s Business Council which traced the engagement of women in the SBIR/STTR programs between the years 2011 and 2018.
