State Resources
The Texas Economic Development & Tourism Office (EDT), under the Office of the Governor, is the state’s lead economic development agency. EDT is responsible for “marketing and promoting the state of Texas as a premier business location and travel destination,” which it accomplishes through its business and community development, economic development finance, tourism, film, music, Workforce Investment Council, and CHIPS Office activities. Per the economic development pillars laid out in the 2025-2029 Statewide Economic Development Strategic Plan, EDT is focusing on leading initiatives to accelerate economic growth through targeted business and industry support, spearheading efforts to foster a robust innovation and entrepreneurship ecosystem, advocating for resources that support a nimble workforce training environment, and supporting the development of resilient infrastructure networks to meet industry and community needs. EDT also works alongside the Texas Economic Development Corporation (TxEDC), a nonprofit public-private partnership that promotes Texas nationally and internationally through the support of private and community investors.
Cancer Prevention & Research Institute of Texas (CPRIT) Product Development Grants
The Cancer Prevention & Research Institute of Texas (CPRIT), established in 2007, is the largest state funder of cancer research in the U.S., having awarded over $3.8 billion across 2149 grants, with another $2.2 billion already approved by Texas voters in a 2019 constitutional amendment. CPRIT’s grant programs prioritize cancer prevention and early detection, early translational research, and growth of Texas’ life sciences industry and infrastructure. CPRIT’s Product Development Research (PDR) Grant Program funds 3-year projects at Texas-based companies developing novel products/services.
Qualifying PDR projects include preclinical proof of concept studies, CMC/manufacturing development, GLP safety studies, Phase 1 studies in humans, and Phase 2 studies to establish safety and efficacy in the initial targeted patient population. The Requests for Applications (RFAs) are typically issued twice a year. In the most recent (May 2025) round of awards, CPRIT made 8 PDR grants, ranging from $750,000–$3 million. (Note: The grant awards are subject to a revenue sharing agreement at 2.5–5% of cumulative revenue.)
Texas Manufacturing Assistance Center (TMAC)
The Texas Manufacturing Assistance Center (TMAC) is the official NIST Manufacturing Extension Partnership (MEP) representative in the state. TMAC helps small- and medium-sized manufacturers improve productivity, reliability, consistency, and profitability through its 8 regional offices. Its consulting and training services focus on operational excellence, quality management systems, advanced manufacturing technologies, environmental assessment, business and growth strategy, lean manufacturing and lean six sigma, and supply chain management, among other areas. Some services, including a range of assessments, are provided free of charge.
Texas Semiconductor Innovation Fund (TSIF)
The Texas Semiconductor Innovation Fund (TSIF) awards reimbursement-based grants to state entities (including higher education institutions) for semiconductor research, manufacturing, and design projects and to Texas businesses to encourage related economic development. The goals of the program include sustaining the state’s leadership in advanced semiconductor R&D and manufacturing and attracting additional investment related to semiconductor R&D, commercialization, and manufacturing in Texas.
Business applicants may request funds for equipment (including IT systems), construction (new builds or renovations), and direct operating expenses. TSIF was created in 2023 by the Texas CHIPS Act, which appropriated $698 million to the fund. Applications are accepted on a rolling basis until funds are expended.
